“We are picking Sindhri variety from the farms in Tando Allahyar of Sindh province and after processing and packaging in Lahore, we will airlift first consignment to Kunming on June 10,” said Adnan Hafeez, director at Imperial Ventures (Pvt) Ltd.

He said that most Chinese people favour mangoes imported from South Asian countries because of their plump and taste. “This year, we are offering the product to our clients directly under business to customer strategy and even if they want to buy one box, we will deliver to their homes,” he added.

He said that his company would efficiently utilize the air cargo services and express delivery services to supply mangoes to the customers in a very smooth and timely manner. Adnan Hafeez said that this year, Pakistani mangoes will be available in 4.5kg and 2.5kg packings respectively and in the next phases, they will also import Chaunsa from Pakistan.

He said that his company was also planning to organize promotional activities in collaboration with the embassy of Pakistan and its consulates to introduce Pakistani mangoes in China. The Pakistani mangoes are of very high quality and Chinese consumers have an emotional attachment to Pakistani products because of the Pak-China friendship

According to an analyst, Pakistani mangoes are expected to enter the Chinese market on a large scale this summer. Last year, Pakistan held mango tasting event in Shanghai and the feedback from the Chinese consumers was very positive. Pakistan is the third largest mango exporter in the world, and mango is known as the ‘king of fruits’ in Pakistan.

The soil and climate conditions in Pakistan are particularly suitable for the growth of high-quality mangoes, which can be supplied for five to six months every year. Mango is also the main export fruit of Pakistan. In 2018, Pakistan’s mango production reached 1.9 million tons, ranking sixth in the world.

Rapid urbanization, socio-economic development and land use change lead to serious water-related issues like urban flooding in many countries. To manage and control the urban flooding, China planned in 2014 to follow the concept of sponge city, which aims to adopt low impact development concept, upgrade traditional drainage system with flood-resilient infrastructure and integrate natural water sources with artificial water bodies and green spaces, said Prof. Dr. Muhammad Farooq, Tsinghua University.

While in an exclusive talk with China Economic Net, Dr. Farooq said that in China at least 30 cities were the part of sponge city concept including Shanghai and 600 more cities to implement this concept.

Farooq said that Pakistan in recent years had faced an immense increase in urban development. Therefore, the top three populated cities of Pakistan including Karachi, Lahore and Rawalpindi were facing urban flooding specially in rainy season, which results in property loss and sometimes loss of human lives.

“Lack of land use planning and population increase due to internal migration leads to the generation of over 12,000 tons of solid waste only in Karachi, whereas about 40% of which remains dumped in city streets and water channels,” he mentioned. To control the urban flooding in major cities, Pakistan can learn from the Chinese model of sponge city.

Solid waste management facilities including treatment plants are also needed to be established in major cities to avoid the chocking of waste water drainage system and water channels, which are major causes of urban flooding.

These days Karachi is facing heavy floods due to monsoon rainy season, causing traffic jams and power shortage in enormous city areas. Strong winds uprooted trees and poles, and seasonal diseases erupted.

Dr. Adnan, a Pakistani businessman in the waste management sector, said that the major issue of Karachi was the mixing of sewerage and solid waste. When people throw the garbage randomly on the roads, it ends up in the nullahs or the drains and causes its choking. In order to avoid floods and blockage in monsoon, Karachi needs a long-term planning rather than one-time relief which is not only extremely expensive but also very short living.

“A few Chinese companies are working in Karachi in the field of solid waste management which has somehow provided relief to the people but their work is limited to a few areas. In other areas, the Pakistani authorities can set long-term goals with Chinese assistance,” he told China Economic Net.

He further said that long term goals with the objective of revamping the whole sewerage system as per the requirements of the population could ease the problem. All the new urban planning projects must have workable sewerage management system.

“Chinese companies can help in planning, provision of equipment and machinery,” he added.

Pakistani authorities should focus on solid waste management so that it can be cleared before it goes to the sewerage system. While collection of water on the roads in monsoon would not be a problem, the problem is when it stays there for days, Adnan added.

Pakistan’s biggest city Karachi is regularly facing the problem of streets blocked due to congested sewage lines, while due to rapidly growing population, these lines are too congested to bear the burden and are almost unmanageable. Therefore, it is direly needed to adapt to the latest sewage systems such as Chinese sponge city model rather than following the traditional techniques.

The kinnow from Sargodha, available at Rs25 per kg, are now being sold for 19.96 yuan on the e-commerce platforms in China. This translates to about Rs455, around 18 times the price in Pakistan.

After a month-long sea transport, 2,650 boxes of Pakistani kinnow reached northeast China’s Dalian port for customs clearance on February 21.

This marks the first successful and effective entry of Pakistani kinnow into the Chinese market in the past three years. China suffered COVID-19 epidemic while Pakistan was infected with locust plague.

Hafeez Adnan, a Pakistani graduate with a master degree of Orthopedic Surgery at Dalian Medical University, told China Economic Net (CEN), “There are 21 companies in Pakistan which are qualified to process citrus meant to be exported to China. I started contacting those companies one by one since the beginning of last kinnow season, that is, the autumn of 2018,” he said. “Initially, no one was willing to do it or dared to do it.”

He pointed out that the firms feared failing the inspection in China due to its strict quarantine standards.

Kinnow exports to go down this season

He added that the situation was the same everywhere with regard to cold chain transportation. There are few containers with a probe thermometer and it is hard to get in touch amid the epidemic, he said.

“Maersk (container carrier) has no feedback and its online offer is twice as expensive as the one we find now,” said Adnan.

Adnan explained to the CEN reporter why Pakistan was cautious while exporting kinnow to China.

He said that if the kinnow, released by Pakistan’s quarantine department, failed to pass China’s quarantine inspection, they were likely to be destroyed on the spot and then Pakistani citrus exports would be re-inspected and re-evaluated.

“Apart from all kinds of economic losses, Pakistani quarantine officials are likely to be dismissed due to joint liabilities,” he stressed. “China-Pakistan friendship is a big thing in Pakistan. No one dares to make a single mistake.”

He recalled that an official from the Ministry of Food, Agriculture and Livestock in Lahore helped him.

“Impressed by my sincerity for the business of citrus export, the official told me that he had inspected all the 21 companies and one of them had high processing quality and if this company doesn’t accept my order, there will be no one else,” said Adnan. “Then I contacted this company, it agreed but told me there was no room for bargaining because the risk was high.”

The protocol on phytosanitary requirements for the export of citrus fruit from Pakistan to China was signed 15 years ago on April 5, 2005 between General Administration of Quality Supervision, Inspection and Quarantine of People’s Republic of China, now merged into the General Administration of Customs of the People’s Republic of China, and Ministry of Food, Agriculture and Livestock of the Islamic Republic of Pakistan.

There are 15 articles in the text of the protocol and article nine stipulates that if bactrocera dorsalis or bactrocera zonata is found alive when Pakistan’s citrus exported to China arrives at the designated entry port, the citrus shall be returned or destroyed.

At the same time, the Chinese side shall notify Pakistan to suspend citrus exports to China and request Pakistani side for rectification.

If other pest listed in the annex of the protocol is found, China shall decide to suspend the export qualifications of relevant processing plants and exporters according to the interception and both sides shall carry out investigations.

“Generally speaking, a worker can process several containers of citrus per day, but for Chinese orders, only 200 to 300 boxes can be processed in a day,” said Adnan. “Pakistanis think that the citrus export standards for Russia, Malaysia and Indonesia are very strict, however, these are not comparable to those of China’s.”

He was of the view that it was not exaggerating to say that there were risks of dismissal of officials and termination of businesses.

Zhao Yong, General Manager of Youlianfeng Trade Dalian, is Adnan’s Chinese partner. He told CEN, “I mainly run e-commerce business but the citrus is of high quality and quickly released by the customs,” he said. “The loss during transportation is only 3% while generally 3% is already regarded as good. They must have been perfect when they were loaded in Pakistan.”

Zhao recalled that when he started planning to import citrus from Pakistan at the beginning of last year, it was the customs expert group that recommended him to do cold treatment during shipping.

“We found out that in early 2017, cold treatment was not done on a container of Pakistani citrus until it reached port and one month’s sailing time coupled with over 20 days of cold treatment made the citrus quality deteriorate.”

Sargodha continues to face challenges in kinnow production

Citrus must be cold treated against pests in the container, that is, cold killing as Zhao said. Cold killing is done to keep pulp temperature at 1.67 degrees for 17 consecutive days or 2.2 degrees for 21 consecutive days.

“The cold storage data is not available to the public which is the shipping company’s regulation. This time, Orient Overseas Container Line, which was acquired by China Ocean Shipping Company two years ago, helped a lot,” Zhao said. “There is a slight deviation in our cold storage data, but according to the protocol between the two countries, the range of plus or minus 0.1 degrees is allowed.”

During interviews in Pakistan earlier, it was learnt that the price of kinnow in Pakistan is about Rs25 per kilogram, that is, 0.56 yuan per jin.

BEIJING, March 29 (APP):The second shipment of citrus imported from Pakistan has arrived in Dalian, a major sub-provincial port city in Liaoning province of China.

“A container of 40 feet containing around 27 tons of kinnow imported from Pakistan has arrived in Dalian,” Adnan Hafeez, Partner-You Lian Feng Food Trade (Dalian) Co. Ltd told APP here on Sunday.

He informed that third shipment was on way and was likely to reach in first week of next month.

The import of Pakistan kinnow was started with the arrival of first shipment at port of Dalian. The fresh golden oranges from Pakistan were put on display in the markets for the consumers from March 5.

According to details, the protocol for qualitative procedures of citrus export between Pakistan and China was signed back in 2005, but due to strict requirements, no trader actually succeeded to implement it.

Previously, in 2016, a company tried to import, but failed due to non-fulfilment of cold treatment.

Adnan Hafeez said his team had been working on the technical formalities of this project since September 2018 but was not able to import citrus owing to technical issues.

Moreover, the the processing units which had a licence for China were afraid to meet the high standards of China as well.

He informed that after almost two years of hard work, his company finally finalized all the arrangements and the first shipment of Pakistani citrus was exported from Pakistan in third week of January and cleared from Dalian Customs on February 22.

He acknowledged support of Dalian Custom authorities who played a vital role in guiding his company about the procedures.

He expressed the confidence that Pakistani citrus would get a very good response in China, one of the largest markets in the world.
